Mette Frederiksen is being discussed for Ukraine peace talks

Danish Prime Minister Mette Frederiksen has been put forward as a possible European representative in Ukraine peace talks, as European governments discuss how to secure a stronger voice in efforts to end Russia’s war. No agreement has been announced on who would take on such a role.

Czech President Petr Pavel named Frederiksen and Finnish President Alexander Stubb as examples of leaders he would like to see at the negotiating table with Russia, the USA and Ukraine. In an interview with the Axel Springer Global Reporters’ Network on Wednesday, 21 October, he argued that Europe should select negotiators with a strong mandate from European governments, according to Danish broadcaster TV 2.

Why Mette Frederiksen is being mentioned

Pavel said Russian President Vladimir Putin was unwilling to deal with senior EU officials. He praised Frederiksen and Stubb for their consistent positions and willingness to speak openly, TV 2 reported. Frederiksen has repeatedly argued that Ukraine should not be pressured into a settlement on Russia’s terms.

Separately, The Telegraph reported, citing unnamed officials, that Frederiksen and Stubb were among five leaders discussed as possible European negotiators. The others were Italy’s Prime Minister Giorgia Meloni, Pavel and Norway’s Prime Minister Jonas Gahr Støre. A small group of leaders is also being considered rather than a single envoy.

Stubb and Støre both took part in talks in Oslo on 20 October with Ukrainian President Volodymyr Zelenskyy and representatives of USA President Donald Trump. Those discussions preceded American envoy Steve Witkoff’s visit to Russia later in the week. Frederiksen’s office declined to comment when approached by TV 2.

Europe’s place in Ukraine peace talks remains uncertain

The European Commission has not confirmed any of the suggested political figures. At an official briefing on Friday, 23 October, deputy chief spokesperson Arianna Podestà said the EU expected further talks at senior-official level and explained how it anticipated being represented:

“The expectation is that there would be a joint Commission Council representation that would attend the meetings.”

That expectation does not amount to an appointment of Frederiksen or another national leader to negotiate with Moscow.

For now, Russia says the next talks planned for Abu Dhabi in the first half of November will involve Russia, Ukraine and the USA. Kremlin spokesperson Dmitry Peskov said on Friday that future European participation could not be ruled out, but the planned format remains trilateral.
