Stockholm wastewater discharge raises summer bathing concerns

Stockholm wastewater discharge has put renewed attention on the Swedish capital’s water infrastructure after more than 25 million litres of untreated sewage were released in mid-June, during a period already marked by bathing warnings linked to algal blooms.

The discharge was reported after an incident at the Henriksdal wastewater treatment plant, one of Stockholm’s most important facilities. According to Swedish media, Stockholm Water and Waste (Stockholm Vatten och Avfall) released 25.6 million litres of untreated wastewater and 46.4 million litres of partially treated wastewater on 15 June.

How the Stockholm wastewater discharge happened

The incident was recorded as an overflow, a procedure used when wastewater systems cannot handle incoming volumes. In such cases, untreated or partly treated wastewater may be released to prevent flooding in the sewage network, including in homes, streets and technical facilities.

The Henriksdal discharge came shortly before another reported incident in the Stockholm region. On 16 June, the wastewater company Syvab released 1.8 million litres of untreated wastewater into Lake Mälaren after heavy rain overwhelmed a pumping system.

The two incidents have increased public scrutiny of Stockholm’s wastewater capacity during periods of intense rainfall. Heavy downpours can put pressure on older sewer networks, especially where stormwater and sewage flows interact.

Henriksdal’s role in Stockholm’s water system

Henriksdal is a central part of Stockholm’s wastewater infrastructure. The plant treats wastewater from large parts of the capital region and is currently being upgraded as part of the long-term project Stockholm’s Future Wastewater Treatment.

The project is intended to modernise treatment capacity, concentrate more wastewater treatment at Henriksdal and Sickla, and close the older Bromma treatment plant. Stockholm Water and Waste says the upgraded system will allow more wastewater to be treated in the same space, using newer technology.

The mid-June overflow shows why the issue is politically and environmentally sensitive. Stockholm has promoted access to urban bathing areas in recent years, while also facing pressure to adapt water infrastructure to heavier rainfall and stricter environmental expectations.

Bathing warnings and uncertainty over water quality

The discharge occurred during a difficult start to the summer bathing season in Stockholm. Several bathing areas in the city have been subject to warnings because of algal blooms, particularly in Lake Mälaren.

Algal blooms are not the same as sewage contamination, and Swedish authorities usually assess them separately from bacterial water samples. However, the timing of the wastewater discharges has raised questions about whether they could have affected bathing water quality.

Alva Engström, an environmental and health protection inspector at the City of Stockholm, said in a comment reported by Swedish media that it is difficult to determine how the discharge affected bathing water quality.

The Swedish Agency for Marine and Water Management (Havs- och vattenmyndigheten) states that municipalities are responsible for entering information on bathing water quality, including bacterial sampling and algal blooms, for official bathing sites.

A wider climate adaptation issue for Nordic cities

The Stockholm case reflects a broader challenge for Nordic cities. Urban water systems designed for earlier climate patterns are increasingly exposed to short, intense rainfall events. These events can overwhelm pumping stations and treatment plants, forcing emergency overflows.

In Sweden, wastewater overflows are not new, but they are becoming more visible as cities expand bathing access and residents expect cleaner urban waterways. The issue also connects to European debates on climate adaptation, public health and the quality of lakes and coastal waters.

For Stockholm, the immediate question is whether the mid-June discharge had measurable effects on bathing water. The longer-term issue is whether current investments in wastewater infrastructure will be enough to reduce the risk of similar incidents as extreme rainfall becomes more frequent.
