Swedish municipalities’ climate neutrality targets are proving harder to meet than expected, as new emissions data show that many local governments in Sweden are not on track to reach their 2030 goals despite joining one of Europe’s most ambitious urban climate programmes.
Nearly 50 Swedish municipalities are part of Viable Cities, a Swedish innovation programme that aims to help local authorities become climate neutral by 2030. The initiative was designed to make cities and municipalities frontrunners in the climate transition, but a review by Swedish news agency TT shows that progress remains limited and uneven.
Why Swedish municipalities’ climate neutrality target is slipping
The Climate Neutral Cities 2030 initiative includes 48 Swedish cities and municipalities working with national agencies and research partners. The programme is coordinated by KTH Royal Institute of Technology and funded by the Swedish Energy Agency, Vinnova and Formas.
Its goal is not only to reduce emissions within municipal operations, but also to accelerate broader local transitions involving transport, energy, housing, procurement and cooperation with businesses.
However, the latest available emissions data suggest that most participating municipalities are far from the pace required to reach climate neutrality by 2030. According to TT’s review, emissions increased in 16 of the municipalities between 2019 and 2024, while the average annual reduction among participating municipalities was 1.38 percent. Other Swedish municipalities averaged 0.71 percent.
Sara Gustafsson, professor at Linköping University and a researcher on municipal sustainability work, said the gap between ambition and implementation reflects the complexity of local climate policy.
“It is true that many municipalities will not reach the full path. But it says something important about how complex this transition is,” she said.
Municipal climate goals meet limits of local power
A central problem is that municipalities do not control all major sources of emissions within their territory. Local governments can influence public transport, municipal buildings, procurement and planning. But they have less power over industrial sites, state-run infrastructure, airports, national roads and private consumption patterns.
This makes the 2030 target particularly difficult for municipalities with large industrial facilities, logistics hubs or heavy transport corridors. Even when local administrations cut emissions from their own operations, the territorial emissions picture can remain largely unchanged.
Gustafsson noted that setting strategies and targets is often easier than delivering the structural changes needed to meet them. Many of the processes involved are long, complex and difficult to predict when climate goals are adopted.
Gothenburg shows the size of the challenge
Gothenburg is one of the clearest examples of the difficulty facing Swedish municipalities. The city set a goal in 2021 to reduce emissions by 10.3 percent per year. But between 2019 and 2024, its total emissions fell by only 7.7 percent.
The city has introduced several measures, including a new bio-steam boiler for district heating, support for public transport and electricity requirements in some public procurement processes. But Karin Pleijel, the Green Party (Miljöpartiet) municipal councillor responsible for environment and climate, acknowledged that Gothenburg is not close to the required pace.
“No, I can really agree with that,” she said.
Pleijel also pointed to national policy changes, including lower fuel reduction obligations, lower taxes on fossil fuels and the removal of some incentives for electrification.
“The world looks different than it did in 2021. I can be the first to lament how the attitude that we should do something about this has changed,” she said.
Sweden’s national emissions trend adds pressure
The municipal figures come against a mixed national climate picture. Sweden’s Environmental Protection Agency (Naturvårdsverket) reported that territorial greenhouse gas emissions reached 48.1 million tonnes of carbon dioxide equivalents in 2024, an increase of just over 7 percent compared with 2023. The agency linked the rise mainly to lower fuel reduction requirements, which increased the use of fossil fuels in domestic transport and machinery.
Preliminary figures for 2025 show a decline to 46.7 million tonnes, but Sweden remains under pressure to meet its long-term climate commitments. The country’s national target is to reach net-zero greenhouse gas emissions by 2045, with emissions from Swedish territory reduced by at least 85 percent compared with 1990.
Transport remains one of the most difficult sectors. Domestic transport accounts for more than a third of Sweden’s total climate emissions, and road traffic represents the overwhelming majority of that sector’s emissions.
A Nordic test for local climate leadership
Viable Cities presents the 2030 target as a mission-oriented approach, inspired by the Apollo programme. Olga Kordas, a lecturer at KTH and part of Viable Cities, said the target is deliberately ambitious.
“When we formulate the goal, it is more visionary,” she said.
The idea, Kordas explained, is that municipalities can accelerate the transition and move as close as possible to the 2030 goals, creating methods and examples that others can follow.
This approach mirrors the European Union’s broader Cities Mission, which supports 112 cities in their journey towards climate neutrality by 2030. Sweden’s municipal initiative is therefore part of a wider European effort to turn cities into laboratories for decarbonisation.
But the Swedish data also show the limits of climate leadership based mainly on local ambition. Municipalities can lead, coordinate and innovate, but they depend on national policy, infrastructure investment and private-sector change.
For Sweden and the wider Nordic region, the coming years will test whether climate-neutral city strategies can move from vision to measurable reductions. The result will matter beyond Sweden, as European cities look for practical ways to turn ambitious 2030 climate targets into actual emissions cuts.
