Finland now accepts Palestinian travel documents for permits

Palestinian travel documents issued by the Palestinian Authority are now accepted by Finland’s Immigration Service (Migri) for residence permit applications, following a policy review announced on 3 October 2025. The agency confirmed that Hamas‑issued passports from Gaza remain excluded.

Legal basis: redefining the ‘national travel document’

Migri’s review clarified that a national travel document under Finland’s Aliens Act must be “technically reliable” and issued by the person’s country of nationality. Crucially, Finland’s Citizenship Act does not require that a state be formally recognised for a person to be considered its citizen. On this basis, Palestinian Authority passports meet the criteria and will be treated as national travel documents for permit processing.

What changes for residence permits and past decisions

The updated guidance applies to work, study and family‑ties residence permits, alongside other legal requirements. Migri also said it will examine the effects on applications already processed, including the consequences for negative decisions issued between 1 September 2024 and 5 September 2025, when some Palestinian applicants were refused due to document status. Applicants who received a refusal in that period may see their cases reviewed under the new interpretation.

Hamas‑issued passports remain invalid

While Palestinian Authority travel documents are accepted, passports issued by Hamas in Gaza are not recognised as national travel documents. This exception continues to apply and does not change under the new guidance.

Nordic context and Finland’s recognition policy

Finland’s shift aligns administrative practice with long‑standing consular policy that has accepted Palestinian Authority passports for travel since 1995. Politically, Finland has not recognised the State of Palestine, placing it at odds with other Nordic countries—Iceland (2011), Sweden (2014) and Norway (2024)—while Denmark has signalled conditional readiness to recognise Palestinian statehood but has not yet proceeded.

The government of Prime Minister Petteri Orpo recently survived a confidence vote over its Palestine policy after opposition parties pressed for recognition; debates on timing and conditions continue.

Why accepting Palestinian travel documents matters

For Palestinian applicants in Finland’s labour market and universities, accepting Palestinian travel documents removes a procedural barrier that had disrupted permits in recent months.

Employers, admissions offices and municipal authorities can now treat PA passports as valid national travel documents for identity and eligibility checks, while ensuring all other statutory requirements—such as income thresholds or admission offers—are met. Migri has indicated it will update guidance as case‑law develops.

Implementation and legal clarity

Migri acknowledges that elements of the national travel document definition and competence questions remain not fully unambiguous. The agency will monitor case‑law and adjust internal guidelines as needed.

The practical impact will become clearer as pending and reconsidered residence permit and citizenship cases move through the system in the coming weeks.
