The European Parliament has announced the creation of a new distinction: the “European Order of Merit”, aimed at recognizing individuals who actively support European cooperation, democracy, peace, and human dignity.
The award, unveiled in a press release by Parliament President Roberta Metsola, is described as an honor for those “who lead with courage, act with determination, and believe that peace, democracy, and dignity are not only ideals but also actions.”
Award structure and eligibility criteria
Starting in 2026, the European Order of Merit will be conferred annually on up to 20 individuals. Recipients will be selected based on their contributions to European values, particularly those aligned with the EU’s foundational principles.
However, the award will not be open to current members or employees of EU institutions, ensuring impartiality and civic recognition beyond institutional affiliations. Each recipient will receive a badge, ribbon, and certificate as symbols of the honor.

Exclusive nomination process
Nominations for the award can only be made by the highest levels of EU leadership: the President of the European Parliament, the President of the European Commission, the President of the European Council, as well as the Heads of State and Government and Parliamentary Speakers of EU member states. This tightly controlled process aims to preserve the prestige and credibility of the recognition.
A symbolic step in a time of democratic challenges
The award comes at a time when the EU faces increasing pressure both from internal populist movements and external threats to democratic stability. By instituting this honor, the EU Parliament seeks to underline its commitment to the values enshrined in Article 2 of the Treaty on European Union: respect for human dignity, freedom, democracy, equality, the rule of law, and human rights.
As the first awards are set to be conferred in 2026, the European Order of Merit signals a renewed push to affirm the Union’s identity and core values amid a changing political landscape.
